Who we are


The West Virginia Young Musicians Fund (WVYMF) began with a simple belief: that music has the power to transform lives—opening doors, inspiring confidence, and helping students find their voice.

Our story started as CHIRP—the Children’s Instrument Recycle Program. Founded by the family of Dr. Robert D. Hess and administered by his son Michael, this was a response to a need they saw in local schools: talented students who wanted to continue in school music programs but couldn’t afford the instrument. CHIRP collected used instruments from homes across the region, restored them with help from Bandland’s expert technicians, and placed them directly into the hands of students ready to learn and grow.

What began in Harrison County has grown into a statewide movement. As our mission evolved, so did our name. The West Virginia Young Musicians Fund reflects our expanded commitment—not just to recycled instruments, but also to educational access, opportunity, and empowerment. In addition to CHIRP, we now offer a Scholarship Program that provides funding for private lessons, music camps, ensemble fees, and more.

Today, WVYMF serves young musicians across West Virginia by removing financial barriers and making sure no student’s potential goes unheard. We believe every child deserves the chance to play—not just for the sake of music, but for everything music helps them become.
